Yeah those were Badjao Tribe, they can hold their breath for average of 7 minutes. They sometimes even dive with infants tied on their back (usually in ports where they beg money from passengers, usually coins, they dive in when you threw coins in the sea). They're arguably one of the best swimmers in the world too. Too bad the government hasn't pay much attention for them, they could've been huge asset for the country in athletics specifically swimming, diving, etc. Sad to say now, most of them go to the cities and become beggars during the holiday seasons (October to January).
