I read that part of the $40 billion (or whatever the number) they are asking now for Ukraine, is to replenish supplies, ammunition, etc. we’ve already sent them out of our stock which is for our own defense. I don’t understand how this worked. Why wasn’t money approved to replenish the stock at the same time the stock was sent? Can someone explain that? Doesn’t seem like sound policy to me. And by the way, the military has been historically bad at accounting for their own money spent.
