It's either they really think that that they are doing good when they are not, or it is deliberate. It is more likely the second one based on the response, or lack thereof. How could they honestly think that blocking off roads would do anything but keep people trapped? The only reason they should have any legitimate authority to do that is if they actually had a plan to help, and protect. But it seems suspicious the way everything seemed to be blocked off.
