I live in canada 🇨🇦. And we have decriminalization of small amounts of drugs . But like all things they abuse it and destroy themselves. Also cannabis has been legal for a long time now , and its not a terrible thing . I am a cancer patient and without cannabis i would even be able to move . So please dont compare cannabis with other drugs . Also you all drink and that is a thousand rimes worse then any cannabis.
It does not need to be encouraged. In Australia tobacco comes with graphic health warnings and is not allowed to be marketed in the traditional way. Cigarettes are placed in bland storage cupboards from where they are sold and there is no bright persuasive packaging allowed. Other drugs should be sold in the same way. Thus encouragement is somewhat taken out of the equation
Also seriously America has had a war on drugs for many decades. You still havent won . Not just not winning but are losing more each year .
