The main thing is this: no matter what you do with the laws, people will find and use drugs. The question becomes, what do you do with a) users b) dealers c) high level distributers. Decriminalizing it on the user level is just kind of a common sense thing. Having said that, if you do something ELSE illegal while intoxicated, I do think the consequences should reflect being under the influence. We already do it with driving and alcohol. So if you break and enter while high on meth, that should be considered differently than someone who just breaks and enters.
