Why is sugar legal? Why is tobacco legal? or Alcohol? etc. The amount of people those substances kill is not comparable to anything else alone.
The point is, people have stressful lives and plenty of them are seeking escape via many harmful behaviors including drug use. But it's far from being the only self-destructive escape mechanism. There are plenty of them which are legal.
It all boils down to a dilemma – do you want adult people to make informed decisions regarding their health on their own or do you want government to herd you?

I’m going to be honest here. What I’m personally afraid of is going from where I am now, down a road that the consequences would not be good. I deal with a severe chronic pain condition. If ALL drugs were legal, on those days that I felt like I could not handle it, it may lead me to a temporary solution that would harm my body. Then you are dealing with what it would be like to come off this stuff. Nightmares!! And I know I’m not alone in this. So that’s what would concern me.
