This comment is not about any balloon. As a ham radio operator with a directional rf antenna, I can focus my transmission to any country if I have the bearing in degrees. These tables of direction for any place are based on spherical surface measurements. To directly focus a transmission and communicate with an operator in another country is called making contact by the SHORT PATH, which is usually much less than making contact by the LONG PATH. The LONG PATH is not often achieved, due to its increased distance and the need for optimal skip conditions in the atmosphere. The short path from NYC to Rome, Italy is 4286 miles, whereas the long path would be roughly 25000 – 4286, or 20714 miles. To make a LONG PATH contact one must rotate the antenna 180 degrees, and since the (assumed) global surface distance is greater, the signal is usually significantly weaker and seemingly a bit delayed. It seems to me that you would have to wrest the flat earth topologically (maybe in extra dimensions) to explain how this long path transmission is achieved.
