I tend to think like what Rogan is saying about it being advanced "drone" tech. It's not that hard to conceive of some lighter than air small craft with some propulsion system. But very little can be effectively done with it because of extremely low payload capabilities. Balloons are definitely being used in advanced ways. It's not hard for me at all to think of some way to make something not so balloon-like to be made lighter than air like a balloon and with the right propulsion can be extremely maneuverable in unexpected ways. What the propulsion system could be I have zero idea.
