Crucifixions was a method of execution performed by the Romans for only non-citizens living in the Empire. A citizen did not receive such a death sentence. If a Roman citizen commit a crime against the state, they would receive a beheading instead.
Jesus Christ for example, received a crucifixion because he was n
a non-citizen. The apostle Paul, on the other hand received a beheading for his execution, because he was a citizen of Rome. This was Roman law then.
