Speech is never violence. Thoughts are definitely never violence. Violence and assault is physical, bodies touching. The evil 'people' are the ones arresting people for speech or thoughts or ideas.
Or what if they make it so the chip prevents you from even being able to commit a crime? Maybe it just redirects your brains thoughts to something else. You could create a pretty docile economy with that type of mind control.
I stopped flying years ago. Wouldn't get on one if they were giving away the tickets and blowjobs were freely given out by playboy models. Freedom has costs, nobody wants to pay the price to be free anymore. America is doomed.
