Weather modification is the act of intentionally manipulating or altering the weather. The most common form of weather modification is cloud seeding, which increases rain or snow, usually for the purpose of increasing the local water supply. Weather modification can also have the goal of preventing damaging weather, such as hail or hurricanes, from occurring; or of provoking damaging weather against the enemy, as a tactic of military or economic warfare like Operation Popeye, where clouds were seeded to prolong the monsoon in Vietnam. Weather modification in warfare has been banned by the United Nations under the Environmental Modification Convention.

I am 83 yrs old and have always liked Science Fiction. Just as an example, the Nuremberg Military Tribunal of NAZIS for "GENOCIDE" Set a theatrical presentation just like a movie in motion that as speculation in a "make-believe" film a private group of international lawyer could call Grand Jury's w/sealed inditments "for crimes against humanity" all hypothetically considered. Private groups or/and sheriff can swear in help as in ancient historical legends of "Committee-of-Public-Safety," all done legally as in "old romanic" cow-boy stories. Fictional crimes of this horrifying magnitude in real life are crimes of "Hight Treason" and in a civil society would not go unpublished. Corruption of mass muder as fantasy is old stuff, but in the real world corporate license if found guilt and government agencies charter would be revoked. Fictional scenario as a Science Fiction plot private persons engaged in such criminal action could be "removed by stealth " like the old radio show "The Shadow," w/ as the hero. Fiction aside, in the muder case "Son of Sam" the court ruled the profit can not legally be made from a crime, therefore any money made in such a James Bond, 007 adventure plot should go to the victims of the crime or the government to pay for the legal expenses and/or clean up expenses of the allege crimes."Jesus Christ G*D let your will be done on earth as it is in heaven.
