It really doesn’t make sense for any large predators to travel in a pack of 400. The sheer amount of prey it would take alone is unsustainable. They would have to be taking down multiple heards everyday. Overtime if they ever depleted a food rich environment they would eventually find themselves searching for food and when they do find it there wouldn’t be enough to go around. I don’t think the proper conditions would ever occur for a pack of wolves to reach anything near 400
