So ~5% of plastic recycling in Singapore gets him excited?
Crazy idea . Make the producers of the plastic products have to pay to clean it up as they profit from it being there where it should not be .

Most of it at one time went to China. Huge ships full of plastic. Idk about now though.
What's funny is Singapore uses students to "police" littering. They'll just have these students walking around the whole country watching people. Once you litter, they'll tap you on your shoulder, smile, show their credentials, "oh that wasn't me", show you a recording of you littering on their phone that they just recorded, and have an EDC machine out for you to pay the fine right there and then. Or have a ticket to go to court.
