I think that God will show to people with this act of releasing satan after 1000 years that sin is the greatest problem in humans. They had a change to life in a perfect world under the reign of Christ and sin in them will want to get rid of the King. So when satan is released people will want to revolt with under his leadership. It is to show people that sin(revolt against God)is the root of all the problems.
