Because they weren't surfs and operated more egalitarian community more of them were 'middle class' they were first creditors in Europe but also the middle man with Muslim traders so when disease spread through trade routes Jew got the game for this as well. It's just an economically superior culture at the beginning of modern history+ a scapegoat
