You can't blame Woodley at all if you think the fight was boring. Dana White needs to realize that the UFC rules are the problem when it comes to fights like this. The rules don't say Woodley needs to go out and take a risk and knock every one of his opponents out. You win the title and retain it, you get better fights and you make more money. Not every champion has it in them to be a clown like McGregor, and unless the UFC made a rule saying you lose if you don't finish the fight, or drastically increased their nightly performance bonuses, there will always be title fights that a number of fans think are boring.
