Your definition of the word filth is not accurate at all.
If he told them not to enrich uranium some would do it anyway.

"Do not enrich uranium." Seriously? Do you REALLY think that's a good imperative?
You know, medical grade enrichment is something like 20%. Weapons grade is like 95%, and it takes MUCH better technology to get it that high. And what if there could be good uses for uranium enriched to that level?
There are benefits to enriching uranium. That's my point.
