At this day and age, equality of outcome impacts equality of opportunity.
Dumping money into a high crime high poverty place does not make it better. If there are gangs, community centers will be taken over by them. You can look and see public parks that are unsafe and full of drug dealers. You can have father's not being there for their kids and dumping money does not fix that. Parents have a responsibility to set their kids up for success. They can go jump on a bus and go live in a shelter home in a nice area and they will put your kids in a better school and get you housing. Homeless children jump the line for housing and get it pretty quick.
Everyone does deserve to be safe, nobody will disagree. Eliminate all gangs and criminal activity. MS13 all of them, Bloods and Latin Kings… Triads all have to be eliminated from the top down.
