Jer.4:22-30 is future tense not past tense, and the No man is because they fled, as verse 29 say's.
God is the beginning and the end, John 1:1 as in Gen 1:1 is not saying He came into being at a, or any beginning. He always was, is and shall be. He creates the beginnings and the ends. So the "In the Beginning" is the creation not what went on before creation.
e.g. In the beginning God created the heaven and the earth. And the earth (He just created) was without form, and void;
