Its a mix of genetics and the environment
It isn't largely genetic until adulthood
Also you shouldn't think of IQ like height. Think of it like you building muscle
If you genetic potential is 6 pounds less then most people you can still be stronger then the majority since most people don't reach their peak
Some races have more genetic potential.But the majority of people can improve their intelligence to function decently in society/improve their intelligence so they can be above average
Reading the comments people believe skin color determines IQ. It's racism, insecurity and ego. Once you look at a person's skin color and assume anything, you're the dummy. I've heard it all "Black People have smaller brains". coming from so called scientists. You believe this race is smarter than that race. In human nature everybody want's to be superior to everyone else in some way. So if you're not athletic you'll say, well I'm smarter than those dumb athletes to make you feel good about you. Stop comparing! There are so many different kinds of smarts. You can be a brainy idiot with no common sense. Does one race have superior common sense over the other? Superior wisdom? There is nothing one race can do that another can't. I remember watching on TV, White men saying that the Black man is too stupid to be a quarterback in the NFL. Don't you know that if Black people started to look at engineering the same way we look at sports you'd see a serious increase in Black engineers. Place limits on no race! You can be smart, and also athletic regardless of skin color.
So what if one group is intelligent than another? Live together peacefully with respect!

Whites are the most aggressive race on earth and practical
Blacks are the most athletic race on earth.
This is the fact. That is it .. simple as that
People hate the idea of race and average IQ because – if it is found to be true via research – the implications of this are just ugly.
It would mean that no matter what government and society does to help these populations, these groups will seemingly always be plagued by the issues which are always found in majority-black and majority-Hispanic countries, nations, cities, towns, and schools – low academic achievement, high rates of violent crime, and crumbling or virtually nonexistent infrastructure.
This is why I TRULY hope geneticists are wrong and that the brains and average IQ of all peoples everywhere in the world are at an even, average level all across the globe, and that if we simply continue to pour time and money into assistance and programs to benefit POC, their societal issues will drastically decrease.
The biggest problem, however, when it comes to geneticists and their arguments and evidence for them is that I am unable to refute anything that they say. That is why I believe there is such a huge effort to bury this topic deep into the ground and seal it off. The only ammo anyone has against it is to label it as “racist” and shut down any and all talk of it.
Either evolution is true, or it is not. And I’m fine with either conclusion if evidence is put forth. But to claim that tens of thousands of years human groups spent far apart from one another in vastly different environments had zero affect on populations just, at face value, sounds like thee most unscientific thing I’ve ever heard given what I know about evolution.
