I think I can speculate why its like this… in order for law makers to have the best chances of getting the bill passed, they have to dress it in the most appealing way possible to the old cunts running the country. Very possible.
Its illegal because they aren't making money off it. In some places yes. In most places no. Beer, cigarettes, pills, etc are all legal because they make a lot of money from them, whether it be from the taxes or from people being hospitalized or even incarcerated.
