The war in heaven has not happened yet. The rebellion happened and Satan led away 1/3 of the angles but just as it says in Job Satan still has access to come before God as he is the accuser of the brethren and accuses us day and night.
The war when Satan is finally cast out takes place in Revelation 12. He loses access and is cast to the earth.
