  1. 1942, Hubbard was sent to Sub-Chasing School, then assigned to Oregon where he would take command of a sub-chasing vessel (which was commissioned in April of 1943). However, after a series or incredible mishaps and just plain stupidity through May and June of that year, Hubbard was relieved of that command (effective July 7, 1943). Following an investigation by senior officers, a fitness report stated the following:

    "consider[ed] this officer lacking in the essential qualities of judgment, leadership and cooperation. He acts without forethought as to probable results. He is believed to have been sincere in his efforts to make his ship efficient and ready. Not considered qualified for command or promotion at this time. Recommend duty on a large vessel where he can be properly supervised."— Rear Admiral Frank A. Braisted
