Osteology programs in universities/medical colleges around the world buy actual human skeletons all the time. Sometimes the university funds it and sometimes the students have to pay for/find it themselves, hence why you can find them for sale online. Real bones are preferred over artificial ones because things like muscle markings are difficult to replicate accurately.
I knew a guy who was struggling to pay through med school, so he sold a few of the pieces he purchased to some necrophilia subreddit. He said that there were offers from all walks of life: simple pervs, collectors, people just generally interested in bones, "alternative" religious folk, Chinese chefs, racial extremists, etc. There's not a whole lot of regulation worldwide.
