Read the book, it was very funny. The story was actually about him going to bars and buying food and drinks for ladies but not getting much back, then a 'master' told him not giving anything to the ladies, so he tried the quoted mentality and actually got something.
The quote was obviously him joking around, he was an extremely funny guy and an absolute player.
That quote is taken entirely out of context. This comes from a classic book written from interview transcripts, and he was giving a mock-version of his own frustration with girls when he wasn't good with at talking to them at bars. Feynman was a real badass, read that book.
They do want you to buy them a drink!
