In the early 1900's there were a number of international opium conventions held between many nations.
The aim was to control the opium trade.
As is often the case with law, a bunch of assholes invent a bunch of stupid rules for everyone else to follow.
Weed was lumped in together with opium/ morphine / heroin and cocaine for no reason except that it gets you high.
as such it was written into law as a '''harmful''' drug from that day forth;

these laws were then included into such landmark legislation as the league of nations and the treaty of Versailles, and thus adopted into law in many modern countries for no fucking good reason whatsoever.
