Subconscious bias is simply a nice way of telling someone that they are a bigot or a racist, but they just don't know it and can't see it for themselves.
Joe's argument here is that it is odd for someone to be unaware that they are a bigot/racist/sexist. He's arguing that it can't be unless the bigot/racist/sexist knows he's doing it.
According to the actual definition of racism, a single act of prejudice is considered to be racism. Period.
A person is a racist if they are prejudiced. Period. The bias or preconceived notion doesn't have to be conscious or a decision that the person made.
No where in the definition of these words is the word "intent" or "on purpose" or "conscious".
