If the meteor would of never struck the dinosaurs then they'd be the sentient species now. So with that said our planet could of birthed an advanced civilization millions of years ago if not for these catastrophic events in the past.
So with that said any alien species in our galaxy with a more friendly solar system could of done risen and fallen by the time we even used stone tools. That could be why they're not around in our observable universe.

I'm pretty sure that Scotland is not a member of the eu. The U.K is a member of the eu. Scotland is part of the eu through the union with England, Wales and Northern Ireland and when the U.K leaves the eu and if/when the Scots vote to leave U.K, they will have to apply for membership of the eu which could take 5 years.
He must have no children.
