No. It does not refer to the State of Israeli. That can easily be debunked by the description of "the land of UNWALLED villages where the people dwell in security having NO BARS OR GATES."
The State of Israeli and Jersalem are full of walls, most homes have bars and gates, and they certainly do not live in security.
The land being described is somewhere else. It's up to us to find that land via the description.
It was once wilderness, and brought back by the sword. It's a land with vast pastures and huge herds of cattle, and wealth. Can we find that somewhere today?
