It has everything to do with Poverty & Culture….
There are plenty of areas where people are not exactly friendly or neighborly with one another but they don’t often get violent. And there are areas where people are poor but still know how to be good to one another for the most part….
But when both of these things are in poor condition and you don’t have any community leaders trying to fix it then you’re basically fucked if you live there.
A lot of this Chicago violence is inflated and dramatized by racist media coverage, point, no one from America would trade the worst streets of Chicago for a South American slum.

US has a ton of violence for a 1st world country. Comparing 3rd world to us should tell you something. We have a problem.
