They are full of it. No one is monitoring Twitter. You can test it by reporting a tweet they 100% violates the TOS and watch Twitter send back a message immediately that there was nothing found. They only watch out for the ones who pay them advertising money.
They want to "prevent doxxing," but they've knowingly allowed Twitter to become a major base of operations for left-wing paramilitaries like YLF, Unicorn Riot, Rose City Antifa, 'Antifash Gordon' etc.
People literally used Twitter as their primary platform for dumping ill gotten personal information. People reported those accounts so many times and never once were they removed. Musk buying Twitter was probably the best thing to happen to it. He should honestly just shut it down altogether.
