When I was in Afghanistan (2010) I worked as a forward observer. We had to have 'eyes on the target' before we could make a call for fire. We couldn't even talk CAS onto a target unless we had eyes on the target. We couldn't even use CCV or remote cameras to identify targets, we had to have eyes on the target… And woe be the FO who called for fire and killed a civilian. Your ass was going to jail. Even if it was an 'accident'. There was a lot of pressure to do the job and do it right…..
I never understood how drones get away with releasing ordinance without having eyes on the target or a qualified observer on the ground. And I don't think it's an 'accident' when civilians die because of it.
