This kinda seems like an attempt to devalue people’s opinions online, by broad stroking everyone’s opinion that you don’t like as a “Russian troll”. Smells like a conspiracy theory.

The origin of these memes is 4chan, they get put on twitter by "frogtwitter" which are not Russians rather just Western Gen-Z kids for the most part. This is how most meme formats that will end up being used by the left a year later come to fruition. Several podcasters like Nick Mullen and some Chapo guys follow some prominent frogtwitter accounts that didn't get banned (most did).. and thats how these "fringe-right" memes get pumped into the mainstream eventually.
This person is just lying or simply sees the bots that repost these memes as the originators of them. It is pretty obvious when you run into a bot in this circle, and none are content creators. They come off as boomers with alot of tweets. There is simply no way she could know the origin of several things on 4chan except the fact that it originated on 4chan.. not Russia. This is done to simply delegitimize movements that she views as a threat to her personally.
