If you are in the top 10 you are qualified for a title shot (in the eyes of the UFC). It has more to do with scheduling, winning streaks and fight history than your ranking. If a top guy has already lost to the champion or had a shot at the title than a lower ranked guy can get a title fight before him. This is the UFC’s history.
