If somebody pays back their debt to society, sure, give them their rights back. If they're still on a list (like some sort of sex abuse list), I wouldn't say they've paid their social debt so I wouldn't let them vote. But anybody who isn't on an FBI list or needs to stay away from schools and all that, sure, let them vote again.
