Intelligence isnt dependent on brain size.. Neanderthals had a larger brain ffs..
The sperm whale has the largest brain on earth.. I think intelligence depends on -some what brain size compared to mass, but more importantly how much stimulation and challenges a brain of a species gets over time, The environment it inhabits, and its anatomy. challenges and stimuli increase intelligence, but that's limited if you dont have limbs capable of building snd making things, and ocean creatures even with limbs with opposable thumbs will be far more limited than dry land creatures capable of discovering and harnessing electricity safely. .. And lastly speech to pass on knowledge to save and increase overal intelligence of a species..
