Nancy Panza, Ph.D, is a Professor of Psychology at Cal State Fullerton. She has also worked within county, state, and federal facilities providing clinical and forensic services for juvenile and adult offenders and has provided services for police departments in New York City, Alabama, and Southern California.

I dont believe it's the case that to get haired officers have rigorous background checks. Shelly got haired right after killing the unarmed man in the middle of the road. Other countless offices with years of police brutality complaints against themget layed off then go right back on the job in another county they even have a name for it, Gipsycops so she is off on her evaluation of whats really going on in the real world.
