They obviously dont know how to do it because no one would laugh. The trick is cover the eyes, mouth and nose. Elevate the person so water will not run down their throat. When water starts filling their nose, and hits their throat it will activate a drowning reflex. Uncomfortable as hell but it wont kill them because water cannot run into their lungs.
