The way I see it the desire to take heads is the desire to gain the status/looks/whatever of an enviable individual. e.g. If you are envious of a king, you may wish to take their head and appear as the king yourself. It is however the case that once Envy gets the head, it no longer desires it anymore, and therefore it is consumed.
