For anyone asking why it's so tense around Dagestan and Chechnya, with all the security and weapons, it's because there has ONLY RECENTLY been stability in that area. Chechen rebels fought two wars of independence against Russia, won the first one and lost the second (which lasted right into the 2010s). Dagestani rebels also fought a low-level conflict against Russia until recently.
What you're seeing in terms of government is Russia's installed governors who aren't necessarily supported by many in the local population, who constantly have to be on the alert for any signs of a rebellion or terrorist attack posing as a rebellion.
