John Rawls proposed that when society make laws/rules/regulations; that these be considered as if one had no concept of whatever class, social or economic standing one was presuposed to – "through the veil of ignorance". That the rules agreed under such neutral association would be fair, even to the lowliest of persons in society, as such rules would favour no particular group over another. The only factor being that all would have equal opportunity to the benefits of such rules and that no one could make any rule that discriminates or favours anyone above another. Meaning that any decision taken regarding anyone's right/s would not impede on the rights of others. Which does not mean that rules so made would guarantee total equality.
