Jesus taught that Lazarus was taken by the Angel's into "Abraham's bosom", or paradise (sheol).
This was in the interior of the earth not far from hades. It was the place of comfort and protection from God's enemies. Heaven had not yet been cleansed of Lucifer's rebellion, hence not yet ready to receive the righteous.
Christ would accomplish that before leading the host in Sheol out of their captivity and on to heaven.
