There’s two ways of voting Republican way with guidelines and agreements like in this situation take down some telescopes and put the TMT in a specific area both sides can negotiate or we can do it democratically.
Being a sacred land is part of the problem of building the telescope but the other problem is that there is a "contract" with how many telescopes can be built and the limit had been reached. Building another telescope would breach that contract and that's the problem. "IF" TMT or the University of Hawaii would have torn down some of the unused telescopes to begin with, I don't think there would have been a big as a problem as they did. From my understanding is there is at least 3 or 4 telescopes that has been decommissioned and they could have torn down those decommissioned telescopes before they even thought of building another one there…
