In late 2012, President Obama signed the executive order, Presidential Policy Directive 19 or PPD-19, which created administrative procedures to protect whistleblowers who work for U.S. intelligence agencies, including the NSA, CIA, DNI and the Defense Intelligence Agency. President Obama leaned on this order in defense of his handling of Snowden saying, “I signed an executive order well before Mr. Snowden leaked this information that provided whistleblower protection to the intelligence community – for the first time. So, there were other avenues available for somebody whose conscience was stirred and thought that they needed to question government actions.

Snowden is a product of the "security" hysteria following 9-11. The security apparatus everywhere in the US exploded. Numbskull GED retards were being hired and promoted insanely quickly due to the vacuum of the newly growing security threat. There were more jobs available than qualified morons to fill them. That's how stupid shits like this find their way into supervisory positions. I was in the active air force stationed in Japan after 9-11 and had to fill out a ridiculous 12 page report before taking a weeklong trip to Thailand. I had to fill out no report before a similar trip to Chicago where my odds of dying were 100x. The whole security nonsense went mental.
