The problem with mind reading technology is it would be the government and companies that have this technology, it would be out of the hands of the common people. Either that or the mind reading technology would be so expensive that it would be out of the hands of the poor class and only in the hands of the upper class (the mega rich) and so the technology would still be used for an agenda. Mind reading technology would be bound to be problematic
Another problem is scale. So if Elon started making these, not everyone would get them immediately. You have to factor in towns, city's, states, the rest of the world.
Truck is to gauge REAL ignorance vs PERCEIVED ignorance.
