It's tough because it's a blurry line, for the president I would quote Peter Parker's uncle "with great power comes great responsibility". Some speech can intentionally cause harm to others and they should be held responsible for that harm. Like literally all he would have to do is name a person and say kill em and some potato-lookin murican would gun them down no doubt about it, you can't just say that's his free speech. So then there's the line that slowly blurs out away from there and it's complicated, but it's not 100% anyone can say anything.
If riots and looting are organised on social media they should be held accountable and made to pay damages. Politics should be banned, social media is a breading ground for the problems in the world today.
