Yep. I too think the biggest problem with headbutts is that to practice them, you have to.. ..hit with your head. That is, to get constant micro concussions. With kicks and punches, you can practice them on a heavy bag all day and not get a concussion. With headbutts, how are you gonna practice them at full power and not get a micro damage? You can't. So, guys who would be good at headbutts, and thus the most dangerous, would be the guys who are the most willing to risk their brains. Not a good thing.
If your not trained and swing your head at the wrong angle, your can potentially knock yourself out by smashing your temple. Also a forhead to forhead head butt will do both fighters damage. It has to be done correctly for best effect.

Headbutts would definitely change clinch fighting. You now have a weapon in your arsenal that can KO at minimal/short distance and can come out quick, so would be interesting to see.
