It's not legal because you can't catch everybody doing it and therefore there's no taxes. As long as they can control the currency
Its legal in the Netherlands, I don't agree with it morally but legally its a way out of poverty, you get rid of a big revenue stream for organized crime, you can force these women to have drug and medical exams weekly, biweekly, monthly, you basically eliminate violence on prostitutes, guys feel good about themselves, and other benefits. I get the moral shortcomings of it but there are some good things too.

It’s hypocritical how the US allows pornography and stripping, yet still outlaws prostitution almost entirely.
