I have that personal "theory" that the elves are refering to the Slavs. Because from a germanic perspective they were living on the river Elbe and beyond, spoke an unknown language etc. Also some places in eastern and northern Germany were founded by Slavs, so they are an "older society, that was there before" and on the other hand were probably "living in the forest" in other centuries when germanic tribes were partly romanised. I don't know if there is any evidence for this. Just some "shower thoughts" 😀
