That's pathetic to suggest legalisation of drugs. Mite as well make every evil thing legal….. Shows how shallow people think when it comes to problems like this….. Legalisation of drugs will hurt the pillers of social structures and productivity like crazy. You will get a bunch of entitled, drugged out, useless thoughtless idiots.
Axioms of law and order are sworn over for a reason cause it protects the rightness of soul, thus preserving conscience. Give it away, you end up with an aimless useless gutless tribal people

the cities will be effectively controlled with small incursions happening every now and then within the city limits, however the enemy will move to the mountains picking when and where to fight. they have years of experience in guerilla warfare, use IEDs, employ roadblocks and ambushes, execute captured rivals in graphic ways, use civilians and barganing chips/human shields and fund their campaign of terror using the narcotics they manufacture and distribute.
